How to convert domain name to ip if the domain naming server is not working properly?

There is no conversion. it's an abitrary assignment in DNS servers. 12.10.122.101 could be msn.com google.com or whatever it was assigned to. if your dns isn't working you should check your settings with your ISP. they have a DNS server on their end you should be connecting to. it's what tells you that msn.com is 12.10.122.101 or whatever it's actual ip address may be.

You can edit the "hosts" file in Windows under the folder name of c:\windows\systerm32\drivers\etc to manually assign dns records.

You can still resolve a domain name even if it is not working at the moment because there are many other D.N.S. servers on the internet with information needed to resolve the internet protocol address. You can use a D.N.S. resolver to get the address.
