Yes and No. It depends which files you are talking about deleting

Deleting things out of the temp folder could help. Also running anti-virus and anti-spam software to remove that sort of stuff can help.

You can get both for free with the Google Pack http://www.google.com/pack

Norton Security Scan
Spyware Doctor

If things do start running slow and you get alot of blue screens, then you will need to reinstall the OS and all the software. that is guarentted almost to make it run faster. it is the most time consuming of them all since you need to reinstall everything.

You need to look at whatever programs you have constantly running in the background to see what is taking up memory and processing power. Depending on what they are, and if you don't use them much, consider turning them off. Examples are Weather Bug, Google, Search, iTunes stuff, etc... There are tons of them out there and you could have quite a few if you install stuff to check it out and don't know what they are doing. Look at the icons in the bottom right of your screen(typically) to see what is running.

Go to <control panel> click on <internet options>, click the <delete>, then the <delete all> then OK, this will clear your cookies, and temp internet files, clearing out most trojans, spy cookies etc.., when done with that I run a clean up utility, like CC http://www.ccleaner.com/ (they have a free one) run the cleaner, and then from CCleaners's front, click the registry tab, and "scan for issues" this will help you clear out an active X's that are slowing things down. Run a disk clean up and a defrag, and restart. You can find lots of utilitys on the windows download page http://www.microsoft.com/windows/downloads/default.mspx Including a boot optimizer.

If you have been running Windows for more than a year the best way to speed up your computer is to wipe the disk and re-install the OS.
