By record, do you mean a video recording of your gameplay?
No, i mean a way to record a ps2 game disc to a blank cd and play it on the game console

That depends on alot of factors. Some games can be copyright protected, and software like Nero will not copy the DVD.
I have not done it personally, but I have heard of success stories with PSOne CD-ROMs.
If you have a PC and video card that is pixel shader 2.0 capable, you can have a PS2 emulator for Windows on your PC legally if you own a console.
I have all my games on another PC, and emulators for each console I own. Atari, Sega, Nintendo, and PS*. It is hooked up to the TV, and every once in a while, I have nostalgia attack and fire it up.

If your console is modded to allow playing burned discs and you legally own the original you can use Alcohol120% to make a copy that is playable on the PS2.
