You must be making the attachment / TOC in some program that recipients dont have on their P C
If you make the attachment / TOC in Microsoft Word most people will be able to open it ,
most P C's have Microsoft Word on them , if you still have a problem make it in Word Pad / Note Pad, I know everyone has these programs on their P C

Try doing a copy/paste of your TOC, not by clicking next to it to select it all, but by dragging over the lines of text. This should remove the frame part of the TOC and still leave the hyperlinks intact. If the recipients browsers are having trouble with the hyperlinks, then when you paste, select the "use destination formatting or copy text only options.

So my site does some tracking by writing cookies. One to indicate what page was hit first and with document.referrer I set a cookie with where they cam from. The cookies in general work fine most converted visitors...
