Why won't my new ASUS P5KC Motherboard turn on?

In building a new computer, I have installed the P5KC mobo in the case, connected only the power supply, power switch, power LED, and speaker. I have installed an Intel E2160 processor and 2 GB of DDR2 memory. With the power supply switch on, when I press the power button, the power LED and the processor fan come on for only a few milliseconds and then shut off. The case fans (Cooler Master 590 case) also come on and then shut off. The green power LED on the board stays on as long as the power supply switch is on. I haven't installed any drives or plugged in any I/O cables.

Do I have a defective board?

Its possible you shocked it. I fryed a motherboard before while building my system. It also can be a dip-switch or pin setting.
