My guess is low self esteem. Someone in their life is destorying theirs so they take it out on someone they know they can. I know it is terrible.

But if it helps. I work at a high school and I have seen some awsome teens helping some younger ones . Also teens being so kind to mentally handicapped kids. I guess it is all what they learn and what is modeled for them

Teens like to experiment with different groups and sometimes they think it is cool to tease. Hopefully eventually they see the light and move on to a real group with morals.

There are two factors at work here. The first is that teens in malicious behavior because the have frequently observed that same behavior in adults both live and on TV. The second issue is the laughing. Not all teens are mean, but when a non-mean teen (maybe I'll coin that phrase) observes something that bothers him, it is a natural psychological reaction to laugh about it because he or she can not actively intervene to prevent it. Psychologists have suggested for years that many people laugh in situations they find ethically or morally uncomfortable. It is known as a cognitive dissonance defense mechanism.
