MVA-involving 17 year old with no licensed on private property

This person flipped his parents car on a private ranch road. The ranch road does not belong to his parents. No one else was involved and he may have been under the influence of alchohol. What are his legal rights regarding driving without a license and maybe possible DUI? There is some confusion whether the area he flipped over is actually a town road or a ranch road. If it is a town road and not a ranch road what are his legal rights then?

He has a legal right to consult with an attorney. That's about it.

In most states, it is legal for anyone over 16 to drive a farm vehical on family OWNED farm property without a license, but not on public, or easment roads that do not directly belong to the farm, nor is it legal for him to drive under the influence at any time, nor was it legal for him to posses (and yes, it being in his system is possession) alcohol. His parents should consult an attorney.
