Ive never heard of tipping a charter bus driver , they are paid well , and are not supposed to take tips, but if you will id give him 20.00
I think $5 is a good tip if you are just a passenger on a charter bus. You can give him a tip when he gets your luggage.

Well I don't know where you live or take tour buses but it sure can't be North America.
I am a tour bus driver and have been in the industry for about 8 years now. Tour bus drivers work an average of 10+ hours a day. They always work more hours then you actually see them on the tour. They keep the bus clean and pick up all the garbage that passengers seem to think belongs on the floor. They have paper work to do at the end of each day as well as washing the bus and getting it ready for the next day. They fight traffic and endure the oversized bags that people pack having to load and unload them. As for pay scale, the average driver makes about $140.00 a day. That works out to about, $14.00 per hour ... if they only work the 10 hours. I have worked as many as 13 - 16 hour days.
The industry standard for tipping a driver is about $3.00 - $6.00 a day per person. Believe me ALL drivers appreciated the tips they get very much.
I look at tips as being additional pay for exceptional service, not as any type of pay compensation. You should always tip your tour bus driver at LEAST $5 for the handling of your luggage and the the fact that they will inevitably be cleaning up after you. If the driver utilizes the speaker system, and gives you information about the tour and areas you're passing through, or gives you any additional information about your trip & destination, you may want to consider an additional tip for going above and beyond their job in order to give you an enjoyable experience. It is a tip - so you don't have to break the bank. $10 - $15 should express your appreciation appropriately.

Dan the Driver is right on.....I am also a tour bus driver and also do at least part of the tour guide (i.e. info on the area, facts, etc.,) stuff. I get paid $14 and hour and generally work 12-15 hours a day on each tour, cleaning the bus after each day (and Dan forgot to mention that he also has to clean the toilet facilities on the bus as well....a sometimes nasty job). Many people don't have a clue about how much work the driver does....and he/she is also responsible for the safety of his riders, insuring that the bus itself is safe to drive and can pass all DOT requirements. Drivers also have to put up with some horrible drivers on the road, keep their cool with some not so nice people sometimes on their own bus and often in official positions (like TSA, customs, etc.,). I have been on many tours, some people are very generous and others.....well. Tips are greatly appreciated for sure.
