Every company is different. In bigger cities like Vegas where there is more of a demand, they can let you use it like a cab for a certain amount per hour/ per person. When I was there a couple of years ago we took a limo to a nightclub and they gave us VIP passes. It was like $25/per person, but it was a blast. I wish I knew the company... but just call around limo companies out there.
