The exchange rate is the same no matter where you go. There is one in Woodbridge, Va 703-492-2767 and one in Vienna, Va (703)759-0759 American Express travel agency in Fairfax 703)352-1261 or contact your local Western Union

Your bank should be able to help you. If they don't carry the Euro You can ask them about your ATM card. Depending on the Bank and your account you can arrange to use your debit card as a Visa or have access to use the ATMs of the host countries you are planning to visit.
