Nothing is paid to ask a question. You only get paid if you answer a question and then get selected as the Best. But you also have to register to get paid.
You get 60% on awarded answers, 60% shared with all people who answers if the question isn't awarded to anyone and none on questions.
The 40% left is for web answers to pay for the server, programming and for their work.
What if you're the only answer that doesn't get awarded?

No, as far as I know, you will get 40% revenue for your all answers. But you will get 60% revenue for your awarded answers.

You do not get paid for asking questions. However when you ask questions this may help drive traffic to the site. The more questions asked the more knowledge available on this site, and the more chance of people using the site for advice. More visitors to the site results in a higher chance of clicks.

I'm pretty sure you get nothing from asking questions.
There is a simple test you can make if you want 100% accurate answers and/or don't trust the answers given here.
Ask a question. Enter the URL of the question in google adsense in "Adsense Setup->Channels->URL Channels" don't answers or comment your own question and wait a few day.
When you come back later, look how many views your question generated. Compare it with how many view you have in google adsense. You will know for sure if when you ask a question you get royalties or not.
I'm pretty sure you won't get any view, asking questions don't earn any view or clicks.

I don't think you can earn 40% revenue for all your answers...it doesn't make sense at all if 10 people answers a question. With what i have read and test i think it's 60% for awarded answers and still 60% for not awarded question split between people who have answered, the exact percent you get are unknow and not given by webanswers.com official but it's calculated based on you QS, Quality Score. You currently do not get paid for asking questions.
As i stated in another thread a bit ago, would getting extra impressions on questions you ask get you to ask more questions on the site? This is something that jreberry and myself have talked about a few times as an idea to increase participation on WebAnswers.
Also, anyone caught creating 2 accounts to ask questions on one account and answer with another will have the secondary accounts disabled and future violations could result in termination of all accounts.
Sidelko, yes I do believe it would make people ask more questions. It would definately make me ask more. To prevent spam you could limit the number of questions people could ask on a daily basis. Not sure how you much percentage you could award people for asking questions but something would be better than nothing.
